crossout question before buying a subscription

Hi. Could someone help me because I do not understand.

Includes:
Crossout
*32 Bit DX9 Supported ONLY! - Do I have to switch from DX11 to DX9 in the game?
**USB Required for Crossout to work properly! - whether the hack is launched from a pendrive
I have Windows 8.1 64bit installed

That means you run the game in DX9. The loader is required to be ran from a USB flash drive.

Make sure Windows 8.1 is fully updated with all important and optional updates minus language packs.
