DirectX 12 flash color problems on 4k screen

With DirectX 12
I have flash problems at the bottom of the screen when I try to play in FHD or 4k configuration
(Vidéo exemple)

the directX 12 are configured on windows 10 setting

Screen : Samsung 4k U28E590D
Vidéo card: AMD Vega 56 8Go
CPU: Intel 4790k
Ram: 16Go 2133Mhz

I only have this prob. on red dead redemption 2

Is this cheat related in any way or does this happen even without the cheat?

Is that maybe a sun reflection? Does that always happen? or only at certain angles, if you are looking slowly towards the sun.

With or without cheating. This is a DirectX 12 problem

When I set on the low details (disable options and low settings) it's even worse (lights flash turn into colored squares)

maybe yes it's a a sun effect artefacts
