i want to ask something,i got ban on bf4 for hacking so i made another account and got ban in about 10mins no aimbot just eps..Now what i want to ask is am i ip ban? or was it that ff put me in there hit list and were keeping a eye on me?

What type of ban exactly was it? FairFight or PunkBuster? EA also does manual bans aswell.

Also it's always best when banned to change your IP address just in-case.

it was a FairFight i know b/c i first got my stats reset got a 72hr ban after i was stilling using the hack but just eps and got pern ban

If you made a new account and they immediately banned it and you weren't cheating on it then I'd contact their support inquiring why.
