If you buy it from Russia, it is most likely restricted to Russian regions - therefor, you must use a VPN to access the game.

I live in Czech republic and here this game cost 20$
But I bought it on plati.ru for 5$ and ask my russion friend to activate gift with H1Z1 game.
Then game will work everywhere
