Error ECC01 - Invalid payment amount (13113)

I'm getting this when trying to buy via PayPal. Can anyone help me?

That would mean you are unable to pay using PayPal. You would need to purchase either through a reseller or BitCoin.

Do you know why i may not be able to buy using PayPal?

Your country is blocked from purchasing with PayPal with us; That would be why.
