have you tried without hacks?? if mw3 works and loads without hacks, redownload the loader and try again. if still doesnt work, check the loader tutorial section. theres alot of guides that will help you if your missing something.

without hack it works. redownloaded the loader, same problem. i got new win7 from october with all updates. dont know what this could be...bf3 still works with hack

try to load the hack via Run as admin on win7
