no you cant the tower your signal uses per call logs that tower so you can then be narrowed down to a half mile or so and why would you want to hide weird

Берете любой на андройде. В сервисе выпиливаете чип. Потом в конфиге под рутом гасите обращения к нему. Но смысл, если половина программ по слежению не использует gps. А элементарно устанавливает положение по триангуляции с базовых станций.

gsm alarm есть. Отключает от ненужных вышек

Doesn't matter if it has GPS or not. In any somewhat populated area, you can be located within 50meters with pure tower data. Often a lot closer.

If you want to be cool that no one is watching you, the best option is a cheap button phone like siemens, sony ericsson or nokia.

just get an cheap ass Android root it and play something like lineage OS or some other kind of open source OS on it and remove the code for the GPS chip

It all depends on your goals. You can buy either old models without GPS or you can programmatically disable the GPS adapter. Please describe in more detail what you will do.
