As far as I know, a cellphone can be tracked without GPS.
I don't have many details, but the basic principle is that two different towers of the mobile phone company receive your normal signal from different directions.
With this, you can easily get your position by constructing a triangle.

A good phone without gps: Nokia 3310. You can even break stuff with it.

you could get almost any phone tbh. Find one that can be rooted and has a rom for LineageOS or ubuntu touch, or buy a predone degoogled phone.
After install a good gps spoofer app and set it to always use the mock location for gps.
Only downside is E911 will be pissed

Yea, the only way to stop tracking is by turning it off/ pulling battery.
They can see your location by the towers your cell phone hits. It will give them a general area but if you are between multiple towers (3+) they can triangulate your position by checking signal strength to the 3+ towers pretty accurately.
Triangulation has been used for a long time (Ancient Egypt) and is pretty accurate
