If you are looking for a phone without gps to stay off grid or something, I hope you know your location can be triangulated by comparing signal strength and direction of different towers

just get an cheap ass Android root it and play something like lineage OS or some other kind of open source OS on it and remove the code for the GPS chip
It all depends on your goals. You can buy either old models without GPS or you can programmatically disable the GPS adapter. Please describe in more detail what you will do.

Берете любой на андройде. В сервисе выпиливаете чип. Потом в конфиге под рутом гасите обращения к нему. Но смысл, если половина программ по слежению не использует gps. А элементарно устанавливает положение по триангуляции с базовых станций.
