I would love a crack at the PUBG's hack whenever it is next available. I'm certain I meet all requirements but I'm apprehensive about the Utility Bill part. I am not the home owner so I do not recieve nor do I have access to such a bill that would carry my name and could therefor be used as proof of ID. Is there any other document that I could use as part of the application or must it be a utility bill?

I believe if you have a bank statement with your name and address, that should work too. You can block out the account #s and such. The name and address on the statement must match your ID.
